Initiatives to
Improve Campus Public Safety
In
June 2002, the FBI Office of Law Enforcement
Coordination joined the U.S. Department of
Homeland Security (DHS) in working with campus
public safety executives to help enhance the
preparedness of their agencies to prevent,
protect against, respond to, and recover from
man-made and natural catastrophic events.
Effective
partnerships have been established with the:

The
International Association of Campus Law
Enforcement Administrators (IACLEA);
-
The
College and University Police Section of
the International Association of Chiefs
of Police (IACP);
-
The
U.S. Department of Education;
-
The
Office of Community Oriented Policing Services,
U.S. Department of Justice; and
-
National
associations of higher education.
In
April 2004, DHS assigned a senior manager
to our Office of Law Enforcement Coordination
to coordinate campus public safety initiatives
between the two agencies. The DHS Special
Adviser to our Office of Law Enforcement Coordination
continues to coordinate these initiatives.
Accomplishments
-
The
President of IACLEA is now a member of the
FBI Director's Law Enforcement Advisory
Group.
-
The
FBI Police Executive Fellowship Program
now includes a position for a campus law
enforcement representative.
-
The
FBI, in partnership with DHS, IACLEA, and
the IACP, conducted a listening session
at McNeese State University in Lake Charles,
Louisiana, in spring 2006 to identify lessons
learned by campus public safety executives
in the aftermath of Hurricanes Katrina and
Rita. This session also included lessons
learned from incidents involving explosives
in October 2005 on the campuses of Oklahoma
University and Georgia Tech.

We
worked with DHS and IACLEA to develop a
campus-specific Threat & Risk Assessment
instrument, which is available to colleges
and universities nationwide.

We
assisted DHS, IACLEA, and the IACP in developing
a Campus Protective Measures document, which
is available to all colleges and universities.
-
IACLEA
is providing input to the FBI's National
Security Higher Education Advisory Board.
-
The
FBI Campus Public Safety Coordination Group
was created in November 2006 as an internal,
unofficial entity to help ensure coordinated
efforts and consistent messages from the
FBI to institutions of postsecondary education
in the U.S.
-
Efforts
are underway to increase the participation
of campus public safety officials in our
Joint Terrorism Task Forces, in Law Enforcement
Online, and in InfraGard.
-
With
DHS funding, campus public safety officers
are now receiving unified command system
training, and Emergency Operation Plans
guidelines have been developed and disseminated
by IACLEA.
-
IACLEA,
with DHS funding, developed a Guide to Enhanced
Communications Between Campus Public Safety
Agencies and Federal-State-Local Emergency
Responders.
-
The
FBI, DHS, and the Bureau of Justice Assistance
were instrumental in getting a campus public
safety executive assigned to the U.S. Department
of Justice Counter-Terrorism Training Coordination
Working Group.
-
The
DHS Special Adviser to the FBI Office of
Law Enforcement Coordination represents
both agencies on an advisory board tasked
with developing plans for a National Center
for Campus Public Safety. The advisory board
operates under the auspices of, and with
funding from, the Department of Justice
Office of Community Oriented Policing Services
(COPS).

IACLEA
and the IACP College and University Police
Section provided input to DHS and the U.S.
Department of Education for the Education
Sub-Sector Specific Plan in support of the
National Infrastructure Protection Plan.
