Oklahoma City Resident Arrested for Child Pornography Offenses

OKLAHOMA CITY, OK—James E. Finch, Special Agent in Charge of the Federal Bureau of Investigation in Oklahoma, announced the arrest of Carlos Flores, a resident of Oklahoma City.

According to the affidavit filed in the Western District of Oklahoma in support of a Criminal Complaint, on May 24, 2010, an FBI agent in Detroit logged into a peer-to-peer file sharing network in an undercover capacity. While on the file sharing network, the agent observed an individual log into the same file sharing network. The agent browsed the individual’s shared file directories and observed file names that were consistent with child pornography. The agent was able to determine the Internet Protocol (IP) address being utilized by the individual and issued a subpoena for the subscriber of the IP address.

On July 27, 2010, a federal search warrant was executed at Flores’ home. During the search, agents determined Carlos Flores used the same file sharing network as was being used on May 24th. In addition, agents also found images of child pornography and videos of children engaged in sexual activity on Flores’ computer. Flores was taken into custody for violation of Title 18, United States Code 2252(a)(2) and (b), Receipt and Distribution and Attempted Receipt and Distribution of Child Pornography. Flores will have an initial court appearance on July 28, 2010.

The arrest was made by members of the Oklahoma Cyber Crimes Task Force.
