Hampton Man Pleads Guilty to Production and Receipt of Child Pornography

NEWPORT NEWS, VA—Jeffrey Boyd Ramsey, 50, of Hampton, Va., pleaded guilty yesterday to production of child pornography and receipt of child pornography.
Neil H. MacBride, United States Attorney for the Eastern District of Virginia, made the announcement after the plea was accepted by United States District Judge Rebecca Beach Smith.
Ramsey faces a mandatory penalty of 15 years in prison for production of child pornography and five years for receipt of child pornography when he is sentenced on Nov. 15, 2011.
According to a statement of facts filed with his plea agreement, Ramsey was identified by Hampton Police when multiple prepubescent minors accused Ramsey of molesting them during a party. Ramsey was found to be in possession of multiple images of child pornography, including images he produced himself with a prepubescent minor.
This case was investigated by FBI and the Hampton Police Division. Assistant United States Attorneys Elizabeth Yusi and Lisa McKeel are prosecuting the case on behalf of the United States.
This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
