Newport News Man Pleads Guilty to Leading a Drug Ring

NEWPORT NEWS, VA—William Foreman, age 41, of Newport News, Virginia, pleaded guilty today to Managing a Continuing Criminal Enterprise and Conspiring to Launder Proceeds from his Drug Enterprise. Dana J. Boente, Acting United States Attorney for the Eastern District of Virginia, made the announcement after the plea was accepted by United States District Judge Mark S. Davis. 

Foreman was indicted in October, 2008, by a federal grand jury on charges that he lead a continuing criminal enterprise responsible for conspiring with others to possess with intent to distribute and distribute more than five kilograms of cocaine. Additionally, Foreman was charged with conspiring to launder money from his drug related activities. Sentencing has been set for September 11, 2009, at 10:00 a.m. in United States District Court in Newport News, Virginia. Foreman faces a maximum penalty of life in prison.

According to a statement of facts filed with his plea agreement, Foreman served as the head of an organization and directed its drug distribution and money laundering activities from 2004 through 2008. He supervised at least five other individuals in the operation which was responsible for bringing large quantities of cocaine from California to Newport News via Federal Express. Once the drugs were distributed, Foreman would send the money back to California via Federal Express. Foreman used the funds generated from his drug trafficking organization to purchase multiple pieces of real and personal property.

This case was investigated by the Federal Bureau of Investigation, the Criminal Investigation Division of the Internal Revenue Service, the Virginia State Police, the Hampton Police Division and the Newport News Police Department.  Assistant United States Attorney Eric M. Hurt is prosecuting the case on behalf of the United States.
