Richard A. McFeely Named Executive Assistant Director of the Criminal, Cyber, Response, and Services Branch

Director Robert S. Mueller, III has named Richard A. McFeely as the executive assistant director of the Criminal, Cyber, Response Services Branch. Mr. McFeely most recently served as the special agent in charge of the Baltimore Field Office.

“I am confident that with Rick’s leadership, CCRSB will continue to sharpen its strategic focus and increase coordinated efforts with our many partners to address new and emerging international and domestic criminal and cyber threats to our nation’s security,” said Director Mueller.

Mr. McFeely entered on duty as a special agent in February 1990 in the Buffalo Division, where he worked violent crimes. He also served as the lead case agent investigating the Oklahoma City federal building bombing in 1995.

In 1997, Mr. McFeely was promoted to supervisory special agent in the Criminal Investigative Division at FBI Headquarters. In this role, he oversaw the FBI’s drug investigations. A year later, he was detailed to the Executive Office of the President, Office of National Drug Control Policy, where he helped formulate national policy on the nation’s counter-narcotics efforts.

In 1999, Mr. McFeely transferred to the Washington Field Office. Following the September 11, 2001 attack on the Pentagon, he assumed the role of the FBI’s on-scene commander. Afterward, he supervised a WFO Counterterrorism Squad and was instrumental in setting up a joint intelligence center with the Fairfax County, Virginia police and other local agencies to increase information sharing.

He received the Director’s Award in 2005 for Outstanding Counterterrorism Investigation for supervising a multi-national investigation into an assassination plot against a foreign head of state. Later that year, he became the assistant special agent in charge responsible for all technical programs.

In 2006, Mr. McFeely returned to Headquarters as a section chief in the Criminal Investigative Division. He was responsible for undercover programs before becoming the FBI’s budget officer. Later, he was promoted to deputy chief financial officer with oversight of the FBI’s budget, acquisition, and accounting functions.

Mr. McFeely has a Bachelor of Science degree in criminal justice from the University of Delaware and a Juris Doctor degree from the Delaware Law School. He is married and has three children.
