FBI Director Announces the Appointments of Key Management Posts

Guadalupe Gonzalez, Special Agent in Charge, Dallas Field Office: Mr. Gonzalez entered on duty with the FBI in 1980 and has served in the San Antonio, St. Louis, San Juan, Portland, Los Angeles, and Phoenix field offices. While in San Juan, Mr. Gonzalez was designated Supervisory Special Agent in Charge of the Organized Crime Squad and was selected by the Federal Executive Board of the District of Puerto Rico as the Federal Supervisor of the Year. While serving at FBI Headquarters, Mr. Gonzalez participated on over twenty-six inspections of the FBI Field Offices around the country and in Mexico, Central and South America. In June 1997, Mr. Gonzalez was designated as a Special Agent in Charge of the Los Angeles field office in charge of Organized Crime, Drugs, and Violent Crime. Most recently, Mr. Gonzalez has served as Special Agent in Charge of the Phoenix field office where he has been elected Chairman of the High Intensity Drug Trafficking Area (HIDTA) Executive Board for the Southwest Border.

Jeffrey J. Berkin, Deputy Assistant Director, Security Division: Mr. Berkin entered on duty with the FBI in January 1983 and has served in the Minneapolis, Los Angeles, Washington, and Milwaukee field offices. While in Minneapolis, Mr. Berkin investigated violent crimes and served on the SWAT Team. After serving in Los Angeles, Mr. Berkin was promoted to FBI Headquarters where he served in the Office of the General Counsel in the National Security and Inspection Divisions. In 1997, he was selected to supervise a counterespionage squad in the Washington, D.C. field office; and in that assignment served concurrently as a Deputy Branch Chief in the Central Intelligence Agency. Most recently, Mr. Berkin has served as Assistant Special Agent in Charge of the Milwaukee field office where he is responsible for all facets of the FBI’s operational and administrative operations throughout Wisconsin.

Mark S. Bullock, Deputy Assistant Director, Criminal Investigative Division: Since Mr. Bullock entered on duty with the FBI in August 1983 he has served in the Phoenix, Miami, Chicago, and Cleveland field offices. In September 1995, Mr. Bullock was promoted to Chief of the Economic Crimes Unit at FBI Headquarters where he was responsible for investigations into Telemarketing Fraud, Bankruptcy Fraud, Securities Fraud, Insurance Fraud, and Money laundering. In August 1997, Mr. Bullock was appointed as Assistant Special Agent in Charge in the Phoenix division where he supervised the White Collar Crime and Technical programs, and an Organized Crime/Drugs squad. Most recently, Mr. Bullock has served as Special Agent in Charge of the Cleveland field office.

Robert J. Garrity Jr., Deputy Assistant Director, Records Management Division: Mr. Garrity entered on duty with the FBI in August 1976 and has served in the Savannah, New York, and Dallas field offices. While in New York, Mr. Garrity served as a supervisor of a squad engaged in counterintelligence activities directed against the KGB. In 1989, he was promoted to FBI Headquarters as Chief of the GRU and Arms Control Treaties Unit in the Intelligence Division. In July 2001, Mr. Garrity was appointed as the FBI’s Interim Records Officer, reporting directly to the Deputy Director, and charged with the responsibility of assessing the FBI’s records management systems. Most recently, Mr. Garrity has served as the Acting Deputy Assistant Director for the Records Management Division.

Andrew R. Bland III, Chief, New Agents Training, Training Division: Mr. Bland entered on duty with the FBI in April 1986 and has served in the Seattle, Miami, and Phoenix field offices. In January 1998, Mr. Bland was promoted to FBI Headquarters where he assumed responsibilities as an Assistant Inspector in the Inspection Division. In this capacity, Mr. Bland played a pivotal role in evaluating the operational and administrative effectiveness of 16 different FBI field offices, as well as two FBI Legal Attache Offices in Europe. Most recently, Mr. Bland has served as Assistant Special Agent in Charge of the Phoenix field office.

Luis S. Fraticelli, Chief, Intelligence Section, Criminal Investigative Division: Since entering on duty with the Bureau in September 1984, Mr. Fraticelli has served in the El Paso, San Juan, Phoenix, and Dallas field offices. In June 1995, Mr. Fraticelli was promoted to Supervisory Special Agent in the Criminal Intelligence Section, FBI Headquarters. In July 1997, he was assigned to the Phoenix division where he supervised the Joint Drug Intelligence Group, which consisted of FBI Agents, police officers and analysts from ten local, state and federal law enforcement agencies. Most recently, Mr. Fraticelli has served as Assistant Special Agent in Charge of the Dallas division.

Keith Slotter, Chief, Financial Crimes Section, Criminal Investigative Division: A thirteen-year veteran of the Bureau, Mr. Slotter has served in the Buffalo, Miami, New Haven, and Cleveland field offices, and as a Supervisor in the Financial Institution Fraud and Computer Crimes Unit at FBI Headquarters. Most recently, Mr. Slotter has served as the Assistant Special Agent in Charge of the Cleveland field office where he is responsible for managing northern Ohio’s National Foreign Intelligence Program and Violent Crime and Major-Offenders Program.

Charles E. Frahm, Chief, International Terrorism, Counterterrorism Division: Mr. Frahm entered on duty with the FBI in September 1987 and has served in the Salt Lake City and New York field offices. While in Salt Lake City, Mr. Frahm worked criminal reactive matters, foreign counterintelligence and served on the SWAT Team. In 1991, Mr. Frahm was transferred to the New York Office and was a member of the Joint Terrorism Task Force (JTTF). In 1997, he was promoted to supervisor and started the National Infrastructure Protection Squad in New York. In 1999, Mr. Frahm was appointed Coordinating Supervisor of the JTTF. In 2000, he was appointed Deputy Group Chief at the CIA’s Counterintelligence Center in Langley, Virginia. Most recently, Mr. Frahm served as Acting Deputy Assistant Director of the Counterterrorism Division.
