Hartford Crack Dealer Sentenced to 57 Months in Federal Prison

David B. Fein, United States Attorney for the District of Connecticut, announced that CLAYTON ROBINSON, 29, a citizen of Jamaica formerly residing in Hartford, was sentenced today by Chief United States District Judge Alvin W. Thompson in Hartford to 57 months of imprisonment, followed by five years of supervised release, for his role in a Hartford-based narcotics distribution ring.

This matter stems from “Operation Big Boy,” a 2004 joint law enforcement investigation that included federal wiretaps on nine different telephones, months of surveillance, and numerous purchases and seizures of crack cocaine in Hartford. The investigation revealed that ROBINSON regularly purchased significant quantities of crack cocaine from Negus Forrester for distribution in and around Hartford.

In November 2004, a grand jury returned an indictment charging ROBINSON, Forrester, and others with various narcotics trafficking offenses. However, ROBINSON fled the state to avoid arrest and remained a fugitive for more than five years. On May 12, 2010, ROBINSON was arrested in Irvington, New Jersey, where he was using the false identity “Delroy A. Palmer.”

On November 9, 2010, ROBINSON pleaded guilty to one count of conspiracy to possess with intent to distribute cocaine base (“crack cocaine”). He faces deportation to Jamaica following his release from prison.

On March 11, 2008, Forrester was sentenced to 84 months of imprisonment.

Approximately 60 individuals were arrested and convicted of federal charges stemming from this investigation.

This matter was investigated by the Federal Bureau of Investigation and the Hartford Police Department, with the assistance of the Drug Enforcement Administration, the Connecticut State Police, the United States Marshals Service, the Windsor Police Department, the Connecticut Judicial Marshals, the Hartford Housing Authority, the Meriden Police Department, the Wallingford Police Department, the South Windsor Police Department, and the Manchester Police Department.

This case was prosecuted by Assistant United States Attorney Ray Miller and Special Assistant United States Attorney Neeraj Patel.
