Three Indicted for Distributing Methamphetamine

Three men from the eastern Twin Cities metro area were indicted yesterday in unrelated cases involving the distribution of the highly addictive and dangerous drug methamphetamine.

In the first case, James Joseph Kastelic, 41, St. Paul, was charged with three counts of distribution of methamphetamine. His indictment alleges that on three occasions from Jan. 25- 28, 2009, Kastelic knowingly and intentionally distributed methamphetamine, including 50 or more grams on two of those occasions.

According to a Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) affidavit, authorities began investigating Kastelic after learning he was a source of methamphetamine. Police arranged three controlled purchases between Jan. 25 and 28 (1.18 grams, 111.87 grams and 111.36 grams). All of the purchases were conducted at Kastelic’s residence.

If convicted, Kastelic faces a potential maximum penalty of life in prison on two of the three counts because they involve more than 50 grams. He faces an additional maximum penalty of 20 years on the remaining distribution count. All sentences are determined by a federal district court judge.

This case is the result of an investigation by the ATF. It is being prosecuted by Assistant United States Attorney Thomas M. Hollenhorst.

In the second case, Jose Luis Campos, 40, St. Paul, was charged with one count of possession with intent to distribute methamphetamine and cocaine. His indictment alleges that on April 22 he knowingly and intentionally possessed with intent to distribute 50 or more grams of methamphetamine.

According to a Federal Bureau of Investigation affidavit, St. Paul Police learned that Campos would be delivering narcotics on April 22 to an address on St. Paul’s East Side. Officers stopped Campos in a pickup truck while he appeared to be turning around in a driveway at the location where the drugs were going to be delivered. During the stop, Campos backed his vehicle into an unmarked squad car and was arrested.

During a search of Campos’s vehicle, officers found 111 grams of methamphetamine and 111 grams of cocaine. During an executed search warrant of Campos’s residence, officers seized narcotics, a digital scale, a .357-caliber revolver with a scope mounted on it and ammunition.

If convicted, Campos faces a potential maximum penalty of 40 years in prison. All sentences are determined by a federal district court judge. This case is the result of an investigation by the St. Paul Police Department and the FBI. It is being prosecuted by Assistant U.S. Attorney Christopher Wolfe.

In the third case, Shawn Phillip Arvin, 32, Oakdale, was charged with two counts of distribution of methamphetamine. Arvin’s indictment alleges that he knowingly and intentionally distributed methamphetamine on April 2 and 15.

According to a Drug Enforcement Administration (DEA) affidavit, police arranged for a controlled purchase on April 15 at Arvin’s residence. Following the transaction, police executed a search warrant and seized $1,600 hidden in Arvin’s mattress.

If convicted, Arvin faces a potential maximum penalty of 20 years in prison on each count. All sentences are determined by a federal district court judge. This case is the result of an investigation by the DEA. It is also being prosecuted by Assistant U.S. Attorney Hollenhorst.
