Federal Grand Jury Returns Indictments

MADISON, WI—A federal grand jury in the Western District of Wisconsin, sitting in Madison, returned the following indictments today. You are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.

Massachusetts Man Charged with Attempted Kidnapping

Trevor Lucas, 21, Gloucester, Mass., is charged in a superseding indictment with attempting to kidnap an individual on August 26, 2009. The indictment alleges that he traveled from Massachusetts to Madison, Wis. to commit this offense. The indictment also charges Lucas with interstate transportation of firearms and ammunition with the intent to commit a felony, and with brandishing a handgun during the attempted kidnapping.

Lucas was charged in an indictment returned by the grand jury in October 2009 with interstate transportation of firearms and ammunition with the intent to commit a felony.

If convicted, Lucas faces a maximum penalty of 20 years in federal prison on the attempted kidnapping charge, 10 years in federal prison on the interstate transportation of firearms and ammunition charge, and a consecutive mandatory penalty of seven years in federal prison on the brandishing a firearm during a crime of violence charge. The charges against him are the result of an investigation by the Madison Police Department and Bureau of Alcohol, Tobacco, Firearms and Explosives. The prosecution of this case has been assigned to Assistant U.S. Attorney Rita M. Rumbelow.

Janesville Man Charged with Union Center Bank Robbery

Thomas A. Senge, a/k/a Thomas A. Steele, 59, Janesville, Wis., is charged with the armed robbery of the Farmers State Bank, Union Center, Wis., on December 9, 2008. The indictment also charges Senge with using a firearm during a crime of violence, alleging that he brandished a handgun during the robbery.

If conted, Senge faces a maximum penalty of 25 years in federal prison on the bank robvicbery charge and a consecutive mandatory penalty of seven years on the charge of brandishing a firearm during a crime of violence. The charges against him are the result of an investigation by the Union Center Police Department, Juneau County Sheriff’s Department, and Federal Bureau of Investigation. The prosecution of this case has been assigned to Assistant U.S. Attorney Timothy M. O’Shea.

Fort Atkinson Men Charged with Drug Crime

Tony Jackson, 31, and Joseph Smith, 27, both of Fort Atkinson, Wis., are charged in a superseding indictment with conspiracy to possess pseudoephedrine with intent to manufacture methamphetamine. The indictment alleges that the conspiracy operated from September through December 2009.

The indictment also charges Jackson with being a felon in possession of two firearms. The indictment alleges that on February 3, 2010, he possessed a 20 gauge shotgun and a pistol. Jackson was charged with being a felon in possession of a firearm in an indictment returned by the grand jury on February 17, 2010. He was detained in federal custody pending trial on that charge.

If convicted, Jackson and Smith face a maximum penalty of 20 years in federal prison on the drug charge, and Jackson faces a maximum penalty of 10 years in federal prison on the felon in possession charge. The charges against them are the result of an investigation by the Wisconsin Department of Justice, Division of Criminal Investigation; Jefferson County Drug Task Force; and Bureau of Alcohol, Tobacco, Firearms and Explosives. The prosecution of this case has been assigned to Assistant U.S. Attorney Rita M. Rumbelow.

Madison Man Charged with Escape

Kevin Moore, 27, Madison, Wis., is charged with escaping from a facility in which he was confined by virtue of a conviction in the U.S. District Court for the Western District of Wisconsin. The indictment alleges that he escaped from the Rock Valley Community Programs Residential Reentry Center on February 23, 2010.

If convicted, Moore faces a maximum penalty of five years in federal prison. The charge against him is the result of an investigation by the U.S. Marshals Service. The prosecution of this case has been assigned to Assistant U.S. Attorney Rita M. Rumbelow.
