On February
16, 2004, Director Mueller appointed Kerry E. Haynes as Assistant
Director (AD), Operational Technology Division. In this capacity,
Mr. Haynes was detailed to the FBI from the Central Intelligence
Agency (CIA), Directorate of Science and Technology until
August 2, 2005.
Mr. Haynes
joined the federal service in 1980 and was assigned to the
Directorate of Science and Technology in 1981. During his
early career, he served in 3 of the 4 Agency Directorates
in various operational capacities. He has multiple tours as
a technical operation's officer and manager serving in various
assignments overseas and domestically. In 1989, he became
the Chief of Operations for a hostile area special project,
and in 1991, he was assigned as Chief of a multifaceted operational
division chartered with technical support to counterterrorism
and select Agency activities. Afterwards, he was appointed
as Director of a major operational and engineering facility.
Following this assignment, Mr. Haynes served in various capacities
managing extensive resources dedicated to technical collection
operations, equipment development, and intelligence community
partnerships.
Mr. Haynes
has received several prestigious Agency awards including the
Donovan Award for extensive accomplishments against the counterterrorism
mission, a Certificate of Merit for performance under wartime
conditions, and the Distinguished Career Intelligence Medal.
On August
2, 2005, Mr. Haynes retired from the CIA as the Director of
Technical Collection within the Directorate of Science and
Technology, after 25 years of service.
On August
3, 2005, Mr. Haynes immediately joined the FBI, as AD, Operational
Technology Division (OTD). As AD, OTD, he was responsible
for providing the vision, leadership, and direction to ensure
the operational availability of state-of-the-art technologies,
support and expertise necessary to enable and enhance the
FBI's investigative efforts, as well as ensuring the application
of forensics services related to the collection processing
and exploitation of computer, audio and visual media in the
Counterintelligence, Counterterrorism, Criminal Investigative
and Cyber programs.
On 7/25/06,
Mr. Haynes was designated Executive Assistant Director, Science
and Technology Branch with responsibility for oversight of
the Special Technologies and Applications Office, and the
Criminal Justice Information Services, Laboratory, and Operational
Technology Divisions.
On 2/23/07,
Mr. Haynes received the 2006 Presidential Rank Award for Meritorious
Executive.
Mr. Haynes
holds a Bachelor's degree in Political Science from California
State University in Los Angeles and advanced degrees in Government
and International Relations from Claremont Graduate School
in California.
