Mr. Daniel D. Dubree has served as the Assistant Director of the Information Technology Operations Division (ITOD) for the FBI’s Information and Technology Branch (ITB) since February 2009. In that capacity, Mr. Dubree is responsible for the operations and maintenance of all FBI information technology systems worldwide.
Prior to his current assignment, Mr. Dubree was the Deputy Assistant Director of ITOD. Mr. Dubree served as the Deputy Program Manager for the SENTINEL Program, the FBI’s largest information technology project worth approximately $425 million from January 2007 to September 2008. He supervised the Program’s Business Management and Organization Change Management units, overseeing all user advocacy, policy, business process re-engineering, communications, training, liaison, functional requirements, property, finance, and earned value management matters for the project.
Mr. Dubree entered on duty with the FBI’s Technical Services Division as a computer programmer in May 1984. He created the systems integrator position in support of the Field Office Automation Project—the FBI’s first nationwide deployment of an automated case management system.
Mr. Dubree became a special agent on October 20, 1986, and upon completion of his training, was assigned to the Hickory Resident Agency, Charlotte Division. In March 1991, he transferred to the New York Division, where he was assigned to the White-Collar Crime Program, following a brief assignment to the Foreign Counterintelligence Program. In August 1996, Mr. Dubree was promoted to FBI Headquarters and served in the Planning Unit, Programs Development Section, at the Criminal Justice Information Services (CJIS) Division. While in CJIS, he was responsible for program enhancements and new automation initiatives relating to the National Crime Information Center.
Mr. Dubree was designated as the supervisory senior resident agent (SSRA) of the Rockford Resident Agency, Chicago Division, in October 1998. As the SSRA, he supervised criminal investigations occurring within the FBI’s jurisdiction throughout the office’s 5,800 square mile territory. In February 2002, Mr. Dubree was promoted to serve as the chief of the FBI’s Office of Professional Responsibility, Adjudication Unit II. As adjudication chief, he impartially addressed allegations of criminality and misconduct by FBI employees.
In June 2003, Mr. Dubree was designated assistant special agent in charge (ASAC) of the FBI’s Dallas Field Division, the second-highest leadership position in the office which was shared among four ASACs. The Dallas office, ranked 11th out of the 56 FBI field divisions, has more than 450 employees. Its jurisdiction covers approximately 91,000 square miles throughout northern Texas and a population of 9.4 million people.
Throughout his career, Mr. Dubree has been officially commended for his efforts on many occasions by the FBI Director. He also served for many years as a court-qualified expert for check-kiting investigations.
Mr. Dubree holds a bachelor’s degree in Computer Science and Mathematics from Catawba College, Salisbury, North Carolina. He graduated from New York Law School in 1996 and is a member of the New York and New Jersey state bars.
