Former Culberson County Justice of the Peace Sentenced to Federal Prison

United States Attorney John E. Murphy announced that in El Paso this morning, former Culberson County Precinct One Justice of the Peace Oscar Espinoza, Sr., was sentenced to 18 months in federal prison and ordered to pay $90,756.50 restitution to the county for a scheme to steal traffic fine payments.

On August 20, 2010, Espinoza pleaded guilty to one count of mail fraud. By pleading guilty, Espinoza admitted that beginning in 2007 and continuing through December 2009, he cashed checks and money orders that were received for payments of fines in Culberson County and used the money for personal benefit.

This case was investigated by special agents with Federal Bureau of Investigation.
