FBI Seeking Individuals Who May Have Information Regarding a Suspected Child Sexual Predator

***UPDATE 11/13/13: It is now believed that tips generated from the November 12, 2013, publicity campaign have led to the identification and location (in the Midwest region of the U.S.) of the man in the photographs known as John Doe 27.  As of this time, no arrest warrants have been issued or served. Based upon the progress of this investigation, the FBI has determined that no additional publicity of these images is necessary. No further comments will be made, as the investigation remains ongoing; however, the FBI wishes to express its gratitude to the public for their vigilance and assistance in this case.***

The Federal Bureau of Investigation (FBI) is seeking the public’s assistance with obtaining identifying information regarding an unknown male suspected of sexually exploiting a child. Photographs and informational posters depicting the unknown individual, known only as John Doe 27, are being disseminated to the public and can be found online at the FBI website.

Initial images and videos of the unidentified adult male, John Doe 27, being photographed while engaging in sexually explicit activities with a child were first recorded by the National Center for Missing and Exploited Children in April 2013. They are still being circulated in numerous child pornography forums across the Internet. Investigators for the FBI and the National Center for Missing and Exploited Children have successfully enhanced a number of photos depicting John Doe 27 and believe there are several clues that may assist with the identification of the subject. For example, images depict the subject and the victim inside a residence with a distinct plaid chair, male pattern baldness on the back of the subject’s head, and a ring on the subject’s right ring finger. Based on audio that can be heard from the video, it is believed that the individual may have referred to himself as “Jimmy.”

There are no specific details linking the suspect to a particular state or region of the United States, and both his identity and whereabouts are currently unknown.

The suspect appears to be a Caucasian male, possibly in his 40s or 50s, with dark hair and dark eyes. Anyone with information to provide should submit a tip online at https://tips.fbi.gov or call the FBI’s toll-free tip line at 1-800-CALL-FBI. The public is reminded no charges have been filed in this case, and the pictured individual is presumed innocent unless and until proven guilty in a court of law.

This individual is being sought as part of the FBI’s Operation Rescue Me and Endangered Child Alert Program (ECAP) initiatives, both of which represent strategic partnerships between the FBI and the National Center for Missing and Exploited Children. Operation Rescue Me focuses on utilizing clues obtained through in-depth image analysis to identify the child victims depicted in child exploitation material, while ECAP seeks national and international media exposure of unknown adults (referred to as John/Jane Doe) who visibly display their faces and/or other distinguishing characteristics in association with child pornography images.
