Former Manchester Man Charged with Queen City Bank Robberies and Bank Fraud

CONCORD, NH—United States Attorney John P. Kacavas announced that a federal grand jury has returned indictments charging Richard Joseph Perry with robbing two Manchester, N.H., banks and stealing, forging and negotiating another individual’s checks. Perry, formerly resided in Manchester.

U.S. Magistrate Judge James Muirhead today arraigned Perry in federal court in Concord on two separate indictments. The first indictment charges Perry with two counts of bank robbery arising from a July 22, 2009, robbery of Citizen’s Bank at its branch in the Stop ‘N Shop grocery store on Lincoln Street in Manchester, and an August 18, 2009, robbery of a TD Bank branch on Franklin Street in Manchester. The second indictment charges Perry with eight counts of bank fraud in connection with the stolen and forged check scheme.

Judge Muirhead today ordered Perry held until trial and scheduled Perry’s trials for late December. He will be tried on the bank robbery charges before Chief U.S. District Judge Steven J. McAuliffe and on the bank fraud charges before U.S. District Judge Joseph A. DiClerico, Jr. Each of the two counts of bank robbery are punishable by prison terms of as much as 20 years and each of the eight counts of bank fraud carry maximum prison terms of 30 years. In addition to a term of imprisonment, each of the 10 total counts is also punishable by substantial fines.

This matter was investigated by the Federal Bureau of Investigation and the Manchester Police Department. The prosecution is being handled by Assistant U.S. Attorney Bill Morse.

An indictment merely alleges that a crime has been committed and that all defendants are presumed innocent until proven guilty beyond a reasonable doubt.
