FBI Offers Reward of $25,000 for Information Leading to Arrest of Fugitive Wanted in Kidnapping Plot

Updated April 21, 2014, at 12:10 p.m.:

Jakym Tibbs was taken into custody by FBI Philadelphia just before 7:00 a.m. today, April 21, at a residence on Reel Street in Harrisburg, Pennsylvania. He is set to have an initial appearance at 1:30 p.m. today in federal court in the Middle District of Pennsylvania in Harrisburg.

It is too soon to determine whether the reward offered played a role in his capture. The investigation into the kidnapping of Frank Janssen from his home in Wake Forest, North Carolina, is ongoing. The FBI thanks you for your assistance in providing publicity to this matter while we searched for fugitives involved in this case.

Updated April 17, 2014, at 1:40 p.m.:

Quantavious Thompson was taken into custody in Atlanta on April 16 and has his first appearance in federal court at 2:00 p.m. on April 17. Jakym Tibbs remains at large.

FBI Charlotte and FBI Atlanta are offering a reward of up to $25,000 for information that leads to the arrest of two men wanted in connection with a kidnapping in Wake Forest, North Carolina. Frank Janssen was taken from his home on April 5, 2014. The ongoing investigation into this elaborate kidnapping plot has identified two additional suspects, Jakym Camel Tibbs and Quantavious Thompson. They should be considered armed and dangerous.

According to public federal documentation, Janssen was targeted by a group operating for the benefit of Kelvin Melton, an inmate at the Polk Correctional Institution in Butner, North Carolina. Melton was previously prosecuted by Frank Janssen’s daughter, who is an assistant district attorney in Wake County, North Carolina. Melton was convicted and is currently serving a state sentence of life without parole. Melton is now facing additional federal charges for his role in Janssen’s kidnapping.

The following five people were arrested on Thursday, April 10, 2014:

• Tiana Maynard, aka “Tiana Brooks,” 30
• Jevante Price, aka “Flame,” 20
• Michael Montreal Gooden, aka “Hot,” 21
• Clifton James Roberts, 29

The case is being investigated by FBI Charlotte, FBI Atlanta, the Wake Forest Police Department, and the North Carolina State Bureau of Investigation, with assistance from the Durham County Sheriff’s Office, Raleigh Police Department, Durham Police Department, North Carolina Alcohol Law Enforcement, Garner Police Department, North Carolina Highway Patrol, RDU Police, North Carolina Department of Public Safety Probation and Parole, Wake County Sheriff’s Office, City/County Bureau of Identification, Cobb County Police Department, Alpharetta Police Department, Atlanta Police Department, Georgia Bureau of Investigation, United States Attorney’s Office Eastern District of North Carolina, Wake County District Attorney’s Office, and the Cobb County District Attorney’s Office.
