Carlo L. Lucchesi – Assistant Director, Information Technology Engineering Division
Mr. Carlo L. Lucchesi serves as the assistant director for the Information Technology Engineering Division in the FBI’s Information and Technology Branch. Mr. Lucchesi is responsible for engineering information technology (IT) solutions and developing standards to support continuous innovation.
In his former positions as deputy assistant director of the IT Management Division and assistant director of the Office of IT Policy and Planning, he ensured that projects were planned and developed using best practices and repeatable procedures and that they complied with legislation and FBI, Department of Justice, and the Office of Management and Budget policies. Mr. Lucchesi was responsible for planning the Bureau’s $1 billion IT portfolio of investments, projects, and systems, which identified numerous IT gaps and overlaps and resulted in cost efficiencies in the tens of millions. Mr. Lucchesi managed the development of more than 20 intelligence, investigative, and administrative projects valued in excess of $60 million, delivering critical mission capabilities for agents and analysts, such as automating our confidential human source management system (DELTA); identifying, analyzing, and producing electronically stored information supporting litigation (eDiscovery); and automating advanced search capability for the FBI’s National Name Check Program (NCPE).
Mr. Lucchesi joined the FBI in September 1993 as a member of the Criminal Justice Information Services Division staff. He contributed to the successful deployment of the Integrated Automated Fingerprint Identification System (IAFIS), which modernized the FBI’s fingerprint identification services. He was responsible for IAFIS program performance and deploying IAFIS connectivity assistance for state, federal, and FBI field office users. Mr. Lucchesi also served as the U.S. delegate to the Interpol Automated Fingerprint Identification System Expert Group, where he represented the FBI’s information-sharing requirements for international interoperability and exchange of fingerprint standards and data.
Prior to joining the FBI, Mr. Lucchesi was responsible for the management and coordination of diverse military projects. Before retirement as a commander in the U.S. Navy Reserve, he served with the Defense Intelligence Agency’s European Operations Directorate and as the assistant naval attaché in Rome. Mr. Lucchesi graduated from Middlebury College in 1978 with a bachelor’s degree in history. He is an accredited Contracting Officer Technical Representative. He was awarded the Director’s Annual Award for Special Achievement for leading the effort to create the foundation needed to transform IT management within the FBI.
