You have indicated your transaction was delayed.  The Voluntary Appeal File (VAF) was established to assist in these types of situations by providing a way for an individual to request the NICS Section’s Appeal Services Team (AST) maintain information to clarify their identity or past events to prevent future extended delays or erroneous denials on firearm transfers.

To apply for the VAF, perform the following steps:

1.    Complete and print the VAF Application.

2.    Print the fingerprint card to be used to initiate the VAF process.

3.    Read the instruction sheet.

Your completed VAF Application and fingerprint card must be mailed to:

Criminal Justice Information Services Division
National Instant Criminal Background Check System Section
Appeal Services Team, Module A-1

Clarksburg, WV  26302-4278

If you have additional information (e.g., court documentation) to assist the AST in processing your application, you may submit it along with your VAF application and fingerprint card.
